Agri-Clinics and Agri-Business Centres Scheme: Subsidy, Eligibility and How to Apply

8–11 minutes

Reviewed by: WeCredit Research Team

The Agri-Clinics and Agri-Business Centres (AC&ABC) scheme helps agriculture graduates and diploma holders start their own agri-service business. You complete free training, prepare a project report, and take a bank loan for a project costing up to Rs. 20 lakh, on which the government gives a back-ended subsidy of 36% (44% for women, SC/ST and applicants from North Eastern and hill states).

Quick answer: you apply twice. First you apply online for training at the AC&ABC portal. After training you take your project report to a bank, which decides the loan. The subsidy is credit linked, so it only follows a bank sanction. WeCredit does not sanction government scheme loans. Confirm current details on agriclinics.net and with your bank before you apply.

Status note: The latest official statement is a PIB release of 3 December 2024, which describes the scheme as being implemented by MANAGE, Hyderabad and NABARD, with 90,540 candidates trained and 40,285 agri-ventures set up. No end date or closure notice appears in the official scheme documents, so the validity is not stated. Check the portal and your bank before you apply.

Who Can Apply

  • Graduates or postgraduates in agriculture and allied subjects such as horticulture, sericulture, dairy, animal husbandry, fisheries, home or community sciences, biotechnology, agricultural engineering, forestry and food technology, from recognised universities.
  • Graduates in environmental science, botany, zoology and chemistry recognised by ICAR or UGC.
  • Diploma holders in agriculture and allied subjects (three years after Class 12) with at least 50% marks, and postgraduate diploma holders.
  • Age group of 18 to 60 years, according to the scheme guidelines and PIB. The scheme brochure states 21 to 60 years, so confirm with the training institute.
  • An Aadhaar number, or proof that you have registered for one.

What Business Can You Set Up

An agri-clinic or agri-business centre provides paid services to farmers, such as crop and soil advice, input supply, extension and related services. The scheme is credit linked, so the activity must be bankable. Your detailed project report, which you prepare during the last week of training with the help of the training institute, is the document the bank judges.

Loan and Subsidy Terms

Applicant categorySubsidy on project cost
Women44%
SC and ST44%
All categories from North Eastern and hill states44%
All other candidates36%

The subsidy is composite and back-ended, which means it is paid after the loan is sanctioned and the unit is running, and it has a three-year lock-in period. The ceiling of project cost for subsidy is Rs. 20 lakh for an individual project, with room for Rs. 25 lakh for an extremely successful individual project, and Rs. 100 lakh for a group project. Banks can lend more than the subsidy ceiling if the project supports it.

The bank term loan covers fixed capital plus one operating cycle of working capital. Repayment runs for five to ten years with a grace period of up to two years. NABARD refinances 100% of the bank’s term loan, and the interest rate is set by the bank as per RBI guidelines. For SC/ST, women and North Eastern beneficiaries, NABARD may fund up to 50% of the margin money shortfall, interest free. If you need a smaller amount and do not hold an eligible qualification, a quick check of Mudra loan eligibility may point to a simpler route.

Worked Example

These numbers are illustrative. Your project cost depends on your project report and the bank’s appraisal.

Documents to Keep Ready

  • Degree or diploma certificates and mark sheets in an eligible subject
  • Aadhaar number, or the Aadhaar enrolment slip. Until Aadhaar is assigned, the guidelines accept ID such as a voter ID card, PAN, passport, ration card, bank or post office passbook, MGNREGS card or driving licence.
  • Caste certificate if you claim the SC/ST rate, and residence proof if you claim the North Eastern or hill state rate
  • The training completion certificate issued by MANAGE
  • Your detailed project report prepared during training
  • Bank KYC and any other forms your bank asks for. The bank sets its own list.

How to Apply: Step by Step

  1. Check the training schedule. Nodal Training Institutes advertise batches locally, and MANAGE, Hyderabad runs the scheme website at agriclinics.net. There are 87 Nodal Training Institutes.
  2. Apply for training online. The guidelines state that applications for training are accepted only through the online portal acabc.gov.in.
  3. Go through selection. The application is scrutinised by an institute official and a state department official, followed by an interview. A batch is capped at 35 candidates.
  4. Complete the free residential training. During the last week you prepare a project report to submit to a bank. MANAGE issues a certificate after training.
  5. Submit the project report and loan application to a bank. Commercial banks, regional rural banks, state cooperative banks and other NABARD-refinance-eligible institutions can lend under the scheme. The assistance is purely credit linked and subject to the bank sanctioning the project.
  6. Complete the project within six months of the first loan disbursal. The bank can extend this by another six months.
  7. Run the unit through the three-year lock-in. The scheme asks you to display a signboard reading “Assisted under the Scheme of Agri-Clinics and Agri-Business Centres, Ministry of Agriculture, Government of India”. After training you also get handholding support for up to one year.
