PM Matsya Sampada Yojana: Subsidy, Eligibility and How to Apply

Reviewed by: WeCredit Research Team

The Pradhan Mantri Matsya Sampada Yojana (PMMSY) is a Government of India fisheries scheme that pays a subsidy on approved fish farming, processing and marketing projects. For beneficiary-oriented activities the combined Centre and State assistance is limited to 40% of the project or unit cost for the General category and 60% for SC, ST and women.

You apply through your state fisheries department and the District Fisheries Office with a detailed project report, not through WeCredit. The scheme gives a subsidy on the project, and the balance is met from your own savings or a bank loan.

Status note: The latest official validity of PMMSY is up to financial year 2025-26, which ended on 31 March 2026. Confirm with the Department of Fisheries and your state fisheries department whether the scheme has been extended, and whether your state is still sanctioning new projects, before you apply.

How the Subsidy Works

PMMSY is a subsidy-linked scheme, not a loan product. The government pays part of an approved project cost. The rest, which is the beneficiary share, comes from your own money or from institutional finance. The scheme guidelines say the Department of Fisheries will help beneficiaries link up with banks and financial institutions, including NCDC and NABARD, wherever they want to take institutional finance.

If you plan to fund your share through a bank, read about collateral-free government loans first, because the bank decides the loan amount, interest rate and security, and none of these are fixed by PMMSY.

The money behind the scheme is large. When the Cabinet approved PMMSY in May 2020 the total outlay was Rs 20,050 crore, made up of Rs 9,407 crore from the Centre, Rs 4,880 crore from the States and Rs 5,763 crore from beneficiaries. The beneficiary share in that figure is a reminder that every project needs your own contribution. By 22 July 2025 the official backgrounder reported approved projects worth Rs 21,274.16 crore, with a central share of Rs 9,189.79 crore, of which Rs 5,587.57 crore had been released. These totals show the scheme has been in active use, but they do not tell you whether your state is accepting new proposals today, which is why the Status note above matters.

Who pays which part also depends on where you live. In most States the Centre and State share the subsidy in a 60:40 ratio. In North Eastern and Himalayan States the split is 90:10, and in Union Territories the Centre pays all of it. This split does not change the percentage you receive. It only decides which government releases how much of it.

Worked example: Rs 10 lakh project

The numbers below are an illustration of the percentages, not a sanctioned amount. Your actual subsidy depends on the approved unit cost for your activity, so it can be lower.

General categorySC/ST/women
Maximum assistance on Rs 10 lakhRs 4 lakh (40%)Rs 6 lakh (60%)
Your share before any loanRs 6 lakhRs 4 lakh
Centre and State split in a 60:40 StateRs 2.4 lakh Centre, Rs 1.6 lakh StateRs 3.6 lakh Centre, Rs 2.4 lakh State
Centre and State split in a 90:10 StateRs 3.6 lakh Centre, Rs 0.4 lakh StateRs 5.4 lakh Centre, Rs 0.6 lakh State

The guidelines give the same style of illustration: on a Rs 1 lakh project the combined assistance is a maximum of Rs 40,000 for the General category and Rs 60,000 for SC, ST and women.

Who Can Apply (Eligibility)

The PMMSY guidelines list these beneficiary groups:

  • Fishers, fish farmers, fish workers and fish vendors
  • Fisheries development corporations, fisheries cooperatives and federations
  • Self Help Groups and Joint Liability Groups working in fisheries
  • Fish farmer producer organisations and companies
  • Entrepreneurs and private firms
  • SCs, STs, women and differently abled persons
  • State Governments and their entities, and Central Government entities

There is also an area ceiling. The guidelines set it at 2 hectares per beneficiary, and for a group or society it is 2 hectares multiplied by the number of members, with a ceiling of 20 hectares per group.

Women get a higher rate. A reply in the Lok Sabha in August 2025 states that women receive 60% of the unit cost under beneficiary-oriented activities. The same reply puts the amount reported for women at Rs 4,061.96 crore, covering 99,018 women beneficiaries between 2020-21 and 2024-25.

Is This Scheme Right for You? Checklist

  • I run or plan a fisheries project such as fish farming, a hatchery, seaweed farming, ornamental fisheries, fish processing or marketing.
  • I can show land ownership or a registered lease of at least seven years for the project site.
  • I can prepare a project report with species, capital cost, recurring cost, expected production and a timeline.
  • I can arrange my own share, or I have spoken to a bank about the balance.
  • I have checked with my state fisheries department that new projects are being taken up.

If you ticked most of these, PMMSY is worth pursuing.

Documents You Need

State fisheries departments set the application format, so ask your District Fisheries Office for the form it uses. The documents below come from the official description of how an individual project is submitted. Your District Fisheries Office will confirm anything else it needs.

  • A detailed project report that names the species, the capital cost and recurring costs
  • Proof of land ownership, or a registered lease of at least seven years
  • The expected employment and production benefits
  • An implementation timeline
  • Identity and community documents as asked by the District Fisheries Office, for example when you claim the SC, ST or women rate

How to Apply: Step by Step

  1. Meet your District Fisheries Office and your state fisheries department and ask which PMMSY components are open in your district.
  2. You can also use the National Fisheries Digital Platform, which was launched on 11 September 2024. It had crossed 2.7 million registrations by 8 September 2025.
  3. Prepare the project report with species, costs, land proof, benefits and timeline.
  4. Submit the project report with the required documents to the District Fisheries Office for processing.
  5. The proposal is examined by committees. At district level the committee is headed by the District Collector or Deputy Commissioner. The State Level Approval and Monitoring Committee is headed by the senior most Secretary in charge of fisheries in the State.
  6. If you want institutional finance for your share, approach a bank with the project report. The Department of Fisheries facilitates such linkages.

The order, forms and timelines for state-level calls are decided by each state fisheries department, so treat the steps above as the national outline.

Status, Rejection Reasons and Fixes

Ask the District Fisheries Office where your proposal sits in the committee process. The points below are the likeliest reasons a proposal stalls, based on the documents and limits the scheme requires, with the fix for each.

ReasonWhat to do
Land ownership or lease proof is missing or the lease is shorter than seven yearsGet a registered lease of at least seven years or ownership papers before you apply
Project report does not state species, capital cost and recurring costRework the report so each cost line is listed and add the expected production
Cost claimed is above the approved unit costMatch your estimate to the cost norms your fisheries office gives you
The project is outside the activities the state is taking up this yearAsk the District Fisheries Office which activities are open before you invest in a report
Area is above the ceilingKeep the project within 2 hectares as an individual, or apply as a group

Common Mistakes

  • Treating PMMSY as a loan. The scheme pays a subsidy and the balance still has to be funded.
  • Applying without a land lease or ownership proof.
  • Quoting a project cost above the approved unit cost and expecting the full percentage on it.
  • Assuming the 2025-26 end date has been extended without asking your state office.
